The non-profit Perimeter Institute, which focuses on scientific research and educational outreach, is to disburse the funds.Canadian Prime Minister Stephen Harper announced the new venture in July 2010, saying that his government was pleased to support research into science and technology, as millions of people in developing countries already lead better lives because of it.The first centre is to be launched in Senegal in September 2011, with others in Ghana and Ethiopia following soon afterwards. The Senegalese government has allocated about US$1.3-million (R9.4-million) towards the facility, and has donated a parcel of land near the coastal city of M’bour, about 80km south of Dakar.The Canadian government has also pledged its financial support for the project, to the tune of C$20-million (R140-million). The money will go towards the construction of AIMS centres over the next four years.“With the announcement of major support for the African Institute for Mathematical Sciences, Canada is also pioneering the sharing of knowledge and expertise as a route to development,” said Turok. “Just as ideas and innovation are the foundation of Canada’s new economy, they will be the basis of Africa’s future economic, educational, scientific and governance self-sufficiency.”Africa’s young EinsteinsAll of the new centres will be based on the Cape Town model, established by Turok in 2003. AIMS South Africa receives sponsorship and support from British philanthropist Sir Bob Geldof, eminent physicist Stephen Hawking, South African entrepreneur Mark Shuttleworth, US actor Forest Whitaker, and business tycoon Sir Richard Branson, among others.Academic partners include the Stellenbosch, Cape Town and Western Cape universities locally, and the Cambridge, Oxford and Paris-Sud-XI universities abroad. With their skills and knowledge now at a globally competitive level, these students are able to apply to universities around the world for admission to postgraduate degrees. Many have been accepted into courses in Europe and the US, while others have successfully completed postgraduate degrees at South African universities.About 60 students are currently enrolled, but the expanded AIMS network of 15 centres will see about 750 scientists graduating across the continent each year. Both teams had put themselves in prime position for internal dissent during the Kickoff. To secure the “total humiliation” of the blue brand, RAW team captain Alexa Bliss subbed out the quarreling Ruby Riott and Natalya for best buddies Sasha Banks and Bayley. SmackDown’s captain Naomi, decided to fill the vacant position on her team with the more-than-willing Mandy Rose.The match progressed with the usual back and forth eliminations, with Smack Down’s Asuka and RAW’s Nia Jax and Banks being the final three. Jax let Sasha handle most of the work, but she had no desire to give up the glory.With Banks perched atop the turnbuckle and closing in on a victory, Jax snuck onto the apron and shoved her head-first into the waiting clutches of Asuka, who ensnared Banks in the ‘Asuka Lock’ and quickly notched a submission. McIntyre threatened to seize control of the match from the start, when he tagged himself in and scored a surprise elimination of Samoa Joe (the only Team RAW elimination not recorded by Strowman). That set off a chain of events that culminated in a brief throw down between Strowman and McIntyre.Team SmackDown responded in opportunistic fashion. Rey Mysterio ousted Balor after a dizzying back-and-forth. The Miz called a surprisingly crisp game as Team Captain. Shane McMahon put his death-defying bonafides to good use with a ‘Leap of Faith’ that took out both Strowman and the announce table, as well as a ‘Coast-to-Coast’ that helped send RAW’s Dolph Ziggler to the showers.It seemed, for a moment, like SmackDown had the chance to outlast the red brand, until Strowman re-entered the picture. Strowman clotheslined McMahon clean out of the air on a second Coast-to-Coast attempt (this one to Lashley) and stormed back with near-immediate eliminations of Jeff Hardy, Mysterio and Miz. That left Shane as the last man standing for Team SmackDown. The SmackDown Commissioner refused to drop his hands, but even Shane knew he was destined to go down fighting. Strowman scooped him up for a ‘Running Powerslam’ and put the match away in monstrous fashion, giving RAW a 4-0 advantage over SmackDown and effectively sealing the Survivor Series for RAW.Ronda Rousey vs Charlotte FlairIt was the dream match between RAW Women’s Champion Ronda Rousey and Charlotte Flair, but the finish was a nightmare for Rousey, who won by disqualification after Flair blasted her with a kendo stick.Another WWE ‘Face’ turned ‘Heel’, as the Flair thrashed Rousey with the kendo stick, drove her into a steel chair, and then wrapped the chair around Rousey’s throat and ruthlessly stomped on it. Rousey staggered to her feet with welts from the attack raising on her flesh. This wasn’t what she, or the entire WWE Universe, expected from this dream match.Brock Lesnar vs Daniel Bryan Another dream match, this time between newly crowned WWE Champion Daniel Bryan against Universal Champion Brock Lesnar.Whatever plan Bryan had of playing with the Beast, it didn’t work, as he got caught in ‘Suplex City’ and found himself mercilessly tossed around the ring like a sack of potatoes. While Bryan had the look and pose of a post-collision crash-test dummy, the Universal Champion grew so bored with his own dominance (Paul Heyman, by contrast, looked horrified) that he let Bryan up after the first F-5 of the match.advertisementLesnar and Bryan exchanged blows, the Universal Champion with his F-5s and German suplexes and the WWE Champion with his signature ‘Yes’ kicks and dangerously stiff running knees. Bryan briefly countering with a triangle but Lesnar hoisted the WWE Champion onto his shoulders, hit the F-5 and secured the win. Nike unveiled eight new uniforms Friday – six for men’s teams, two for women’s teams.The men’s squads for Kentucky, Duke, Syracuse, Florida, Arizona and Oregon got new Nike Hyper Elite’s for the stretch run. UConn and Baylor’s women’s teams were were also part of the release. A number of teams, including the Blue Devils, will debut them this weekend. From Nike:Each school’s home uniform will feature a white base with school-specific color lettering and a 26-degree speed graphic of an iconic symbol of each school across the side of the game short. The 26-degree angle of each school’s graphic was inspired by the chevron on the classic Nike Windrunner track jacket that debuted in 1978. Govt wont pursue talking car mandate

first_imgWASHINGTON – The Trump administration has quietly set aside plans to require new cars to be able to wirelessly talk to each other, auto industry officials said, jeopardizing one of the most promising technologies for preventing traffic deaths.The Obama administration proposed last December that all new cars and light trucks come equipped with technology known as vehicle-to-vehicle communications, or V2V. It would enable vehicles to transmit their location, speed, direction and other information 10 times per second. That lets cars detect, for example, when another vehicle is about to run a red light or coming around a blind turn in time to prevent a crash.The administration has decided not to pursue a final V2V mandate, said two auto industry officials who have spoken with White House and Transportation Department officials and two others whose organizations have spoken to the administration. The industry officials spoke on condition of anonymity so as not to jeopardize their relations with the administration.The White House declined to comment, but the proposal has been dropped from the White House Office of Management and Budget’s list of regulations actively under consideration and instead has been relegated to its long-term agenda.Transportation Secretary Elaine Chao’s office forwarded a statement from the National Highway Traffic Safety Administration which said the agency is still reviewing more than 460 comments on the proposed mandate before deciding its next step and that no final decision has been made. Industry officials said decisions on the matter are being made at higher levels of the administration.Administration officials indicated their decision was based on several factors, including general wariness of imposing costly mandates on industry, even though most automakers support requiring V2V, industry officials said. President Donald Trump has made reducing government regulations, which he sees as a drain on the economy, a guiding principle of his administration.The Transportation Department estimates the technology has the potential to prevent or reduce the severity of up to 80 per cent of collisions that don’t involve alcohol or drugs. V2V was also expected to provide an extra layer of safety for self-driving cars since it can detect even vehicles hidden by buildings or beyond the range of the sensors and cameras of autonomous vehicles. And it was expected to ease traffic congestion since vehicles could communicate with traffic signals, turning them green to prevent needless waiting, save fuel and reduce emissions.V2V is one of the “most important tools” for reducing traffic fatalities, but the Trump administration “is locking it in the trunk if they’re not going to put out the mandate,” said Deborah Hersman, president of the National Safety Council, a congressionally chartered advocacy group. “The only way you’re going to get it adopted and deployed in a widespread manner is by having a mandate.”The Obama administration shares some of the blame because it waited years to propose the mandate, she said.Traffic fatalities have surged over the past two years to 37,461 deaths in 2016, up nearly 5,000 deaths from 2014. It’s the largest two-year increase since the early 1960s.Another reason administration officials are allowing the V2V proposal to languish is strong opposition from the cable and tech industries, auto industry officials said.The government set aside the 5.9 GHz spectrum band for transportation technologies in 1999. It went unused while the government and automakers spent over a decade and more than $1 billion developing and testing V2V.Spectrum is finite and in short supply. Cable and tech companies have been seeking permission to use the 5.9 GHz spectrum for additional wireless bandwidth. Automakers say they need the entire 5.9 GHz spectrum for V2V and other safety uses.The Federal Communications Commission has been conducting tests to see if the spectrum can be shared without interfering with the safety signals. The first test results are expected to be released soon.Automakers wanted the mandate partly because it would establish V2V protocols to ensure that Fords could talk to Toyotas which could talk to Volkswagens, and so on.The mandate was also intended to get the technology onto roads faster. It called for half of new vehicles to have V2V within two years after a final rule was issued, and all new vehicles within four years. The more vehicles equipped with V2V, the more collisions that could be avoided. It would still take many years before there were enough vehicles with V2V to reap the technology’s full promise. That might be accelerated by after-market devices that would bring V2V to older vehicles.Automakers can put V2V in vehicles without a mandate. General Motors has put the technology in its Cadillac CTS sedans. Toyota has put V2V in vehicles in Japan and Volkswagen plans to put it in cars in Europe starting in 2019. But it will be more difficult for automakers to protect the 5.9 GHz spectrum and deployment will be far slower without a mandate, industry officials said.Some European manufacturers say they want V2V, but it might be better to wait super-fast 5G cellular technology to achieve it instead of currently available technology. But 5G is still being developed. Magnitude 45 earthquake felt throughout the BC Peace

They will be looking into the depth of the quake and recent activity in the area.  It could take a few days to determine the exact size and cause of the quake”.Cassidy went on to confirm at least two aftershocks were felt in the region.  The first happened at around 7:06 p.m. and measured approximately 3.3.  The second was stronger at 4.0 at around 7:15 p.m.Natural Resources Canada says the quake measured 4.5, while the US Geological Survey said the quake was 4.2.  Cassidy says Natural Resource Canada has equipment in the area, while the USGS’s equipment is located farther away from the quake.  Seismologists will look at all the data and determine the exact size and location of the quake in the coming days. School buses cancelled in Dawson Creek Fort St John

They still haven’t said what routes are cancelled – Due to heavy snow overnight some of our buses are unable to run today. Drivers will contact families if their bus will not be running. Schools remain open.DAWSON CREEK, B.C. – School buses in and around Dawson Creek have been cancelled.Buses are still running in Chetwynd, but they have been cancelled in Dawson Creek.  There is no word yet from School District 60 if buses are running or not in the North Peace. A snowfall warning remains in place for the B.C. Peace.  The region could see another two centimetres of snow before it ends later today.last_img
